{"id":809,"date":"2020-02-16T10:37:33","date_gmt":"2020-02-16T10:37:33","guid":{"rendered":"https:\/\/ventureasy.com\/blog\/?p=809"},"modified":"2020-04-01T13:54:11","modified_gmt":"2020-04-01T13:54:11","slug":"incentives-for-start-ups-and-msmes-in-budget-2020","status":"publish","type":"post","link":"https:\/\/ventureasy.com\/blog\/incentives-for-start-ups-and-msmes-in-budget-2020\/","title":{"rendered":"Incentives For Start-Ups and MSME\u2019S In Budget 2020"},"content":{"rendered":"\n<p>The Union Budget for 2020-21 was released on <strong>1<sup>st<\/sup> February 2020<\/strong> by the\nFinance Minister, Ms. Nirmala Sitharaman and had a lot in store for Start-Up\u2019s\nand Medium, Small and Micro enterprises (MSME). <\/p>\n\n\n\n<!--more-->\n\n\n\n<p><strong>INCENTIVES TO START-UPS<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Deferment of tax payment on ESOP\u2019S<\/strong><\/li><\/ul>\n\n\n\n<p>In order to encourage startups to employ highly talented employees,\nby granting them Employee Stock Option Plan (ESOPs), it is proposed to defer\nthe tax payment on these ESOPs by five years or till the employee leaves the\ncompany or when the said employee sells those shares, whichever is earlier.\nHence, employees will not have to pay any tax at the time of allotment of\nESOP\u2019s to them. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Extension of tax holiday to large start \u2013ups<\/strong><\/li><\/ul>\n\n\n\n<p>It is proposed to increase the turnover threshold for claiming tax\nholiday from existing Rs. 25 crores to Rs. 100 crores. Further, in order to\naddress the concerns of start-ups which may not have adequate profit in initial\nyears for availing this holiday, it is proposed to extend the period of\neligibility for claim of 100% deduction from the existing 7 years to 10 years.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Funding for early stage startups<\/strong><\/li><\/ul>\n\n\n\n<p>The government proposes to provide early life funding, including a\nseed fund to support ideation and development of early stage Start-ups. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Establishment\nof Investment Clearance Cell and date center parks:<\/strong>\n<\/li><\/ul>\n\n\n\n<p>It is proposed to set up a centralized\ninvestment clearance cell for end-to-end facilitation, support, and\npre-investment advisory. It is announced that a new policy be formed, to enable\nthe creation of data center parks for private and public sectors, which will\nprovide a major lift to startups that bank heavily on consumer data for their\nbusinesses.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Ease in registration of IPR\u2019s<\/strong><strong>:<\/strong><\/li><\/ul>\n\n\n\n<p>Intellectual Property creation and Protection will\nplay an important role in supporting and encouraging knowledge driven\nentrepreneurs. Several measures are proposed in this regard ,one of which\nincludes promoting&nbsp; a digital platform\nthat would facilitate seamless application and capture of IPR\u2019S. <strong><\/strong><\/p>\n\n\n\n<p><strong>INCENTIVES TO MEDIUM, SMALL, AND MICRO ENTERPRISES (MSME)<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Reduction in Compliance Burden of Tax Audit<\/strong><\/li><\/ul>\n\n\n\n<p>Currently, businesses having turnover of more than <strong>one crore rupees<\/strong> are required to get\ntheir books of accounts audited by a Chartered Accountant. In order to reduce\nthe compliance burden on small retailers and traders who comprise the MSME\nsector, the Government proposes to raise by five times the turnover threshold\nfor tax audit from the existing <strong>one crore\nto five crores<\/strong>. Further, in order to boost less cash economy, the\nGovernment proposes that the increased limit shall apply only to those\nbusinesses which carry out less than <strong>5%<\/strong>\nof their business transactions in cash.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Changes in\ncustom duty for creating level playing field for MSME and promoting Make in\nIndia<\/strong><\/li><\/ul>\n\n\n\n<p>In Order to create a level playing field for\nMSME\u2019s and promoting Make In India, the Government has increased custom duties\non many goods pertaining to household sector, electrical appliances, footwear, furniture,\nstationary, toys , Machinery e.t.c .This is aimed to give a boost to the MSME\nsector and encouraging them to Make and Manufacture in India.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Unified Procurement System<\/strong><\/li><\/ul>\n\n\n\n<p>Government e-Marketplace\nis moving ahead for creating a Unified Procurement System in the country for\nproviding a single platform for procurement of goods, services and works. 3.24\nLakh vendors are already registered on this platform .The Government proposes\nto take its turnover to 3 Lakh crores, offering a great opportunity for Medium,\nSmall, Micro Enterprises (MSMEs) from which the goods, services and works can\nbe seamlessly procured in a hassle free manner.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Generation of employment, skill and\nmaking MSME competitive<\/strong><\/li><\/ul>\n\n\n\n<p>A National Logistics Policy will be released\nas per the Budget 2020 which would clarify the roles of the Union Government,\nState Government, and key regulators. It will create a single window\ne-logistics market and focus on generation of employment, skill and making\nMSMEs competitive.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Enhancing the Economical and Financial Sustainability<\/strong><ul><li>Necessary Amendments to the Factory Regulation Act 2011 have been proposed in the Budget 2020 which will enable NBFC\u2019S to extend invoice financing to MSME\u2019s through TReDS, thereby enhancing their economic and financial sustainability.<\/li><li>Working capital credit remains a major issue for the MSMEs. It is proposed to introduce a scheme to provide subordinate debt for entrepreneurs of MSMEs. This subordinate debt to be provided by banks would count as quasi-equity and would be fully guaranteed through the Credit Guarantee Trust for Medium and Small Entrepreneurs (CGTMSE). The corpus of the CGTMSE would accordingly be augmented by the government.<\/li><li>An app-based invoice financing loan product will be launched. This will obviate the problem of delayed payments and consequential cash flows mismatches for the MSMEs.<\/li><li>Many mid-size companies are successful domestically but not in export markets. For selected sectors such as pharmaceuticals, auto components and others, the Government proposes to extend handholding support \u2013 for technology up gradations, R&amp;D, business strategy etc. A scheme of 1000 crore will be anchored by EXIM Bank together with SIDBI. Both these institutions would contribute 50 crore each. These 100 crores would be achieved towards equity and technical assistance. Debt funding of 900 crore from banks would be made available.<\/li><\/ul><\/li><\/ul>\n\n\n\n<p>The MSME and Start\nUp Sector has emerged as highly vibrant and dynamic over the last five decades.\nMSMe\u2019s and Start Up\u2019s are vital to keep the wheels of the economy moving.\nSeveral measures for the MSME\u2019s have been taken in the last few years and this\nyear was no different.
